The identity step opens a photo check. You can try again once. After two unsuccessful checks you may still submit the invite.

A failed photo check is stored as ID not verified after the second try. You are not asked to pay.

Who it is for. Candidates who cannot pass the photo check.

Start the identity check when it is offered. The result comes back from the identity provider.
If the first check does not pass, try once more.
After the second unsuccessful check, continue and submit.

ID not verified means the photo check did not pass. It is not a hiring decision.
